The file is being opened under a template.
Solution:
Open the template or files and modify it, entering the default settings.
1) Open C:\WINDOWS\SHELLNEW\EXCEL.XLS
2) Select the 'Tools' menu and select 'Options...'.
3) Modify the desired settings.
4) Save the file using the same name.
